At the time Arsenal had funding difficulties with the banks which halted the construction for a while, and so had to come up with the front loaded payment of naming rights. Spurs are not in that situation (presently) with bank funding arranged via Rothchilds for bridging loans. Doesn't mean they won't go down that track, but presently they don't need to or will have as implied.
