As I understand it there is not a requirement to have 8 players who are both Homegrown AND 21 or under.<br /><br />For example we could have 17 Arshavins (who is 28) and 8 Cescs (22 - however he has spent at least 3 years between 16 - 21 in England).<br /><br />In theory I quite like the rule, however it does not stop the likes of Chelsea and Man City paying huge transfers to satisfy this quota. <br />I think it should run a bit deeper. On the one hand, it goes against the grain to reward young players for: (a) not winning any trophies for five years; (b) spending lengthy periods in the treatment room with assorted injuries and ailments. On the other hand, it does protect the assets, so that good money can be obtained, if and when they are released.
